Dogs in windows

I'm not sure it's ethical to have those little puppies in windows when it's so hot outside (it's about 35 degrees.) Today I walked past another pet shop on Sixth Avenue and the little puppies were all clamouring for the water feeder, and scratching at the window to be let out. It must be really hot in there.
