Nice shoes

Yesterday when I was walking along in my sandals, some guy said 'Nice shoes' to me.

Either
a) I didn't hear correctly - I was on the phone and can't hear that well from the other ear - he might have said 'Nice toes' (also unlikely, in need of a pedicure.)

or
b) Americans have a different sense of style where they appreciate my footwear.

or
c) He was joking. (although I was wearing trousers, I think the sandals are less offensive that way.)
